美國總統，每年初會向國會發表“國情咨文”，周二晚上9點，是川普第二任期的首次演講，大約90分鍾。



在此次演講中，川普再次提及500萬金卡，下面是相關內容：

It's about time. And in the near future, I want to do what has not been done in 24 years, balance the federal budget. We're going to balance it. [Applause] With that goal in mind, we have developed in great detail what we are calling the Gold Card, which goes on sale very, very soon. For $5 million, we will allow the most successful job creating people from all over the world to buy a path to US citizenship.

It's like the green card, but better and more sophisticated. [Laughter] And these people will have to pay tax in our country. They won't have to pay tax from where they came. The money that they've made, you wouldn't want to do that, but they have to pay tax, create jobs. They'll also be taking people out of colleges and paying for them so that we can keep them in our country instead of having them be -- being forced out.

Number one, at the top school as an example, being forced out and not being allowed to stay and create tremendous numbers of jobs and great success for a company out there. So while we take out the criminals, killers, traffickers and child predators, who are allowed to enter our country under the open border policy of these people, the Democrats, the Biden administration, the open border insane policies that you've allowed to destroy our country, we will now bring in brilliant hardworking job creating people.

They're going to pay a lot of money. And we're going to reduce our debt with that money. [Applause] Americans have given us a mandate for bold and profound change. For nearly 100 years, the federal bureaucracy has grown until it has crushed our freedoms, ballooned our deficits and held back America's potential in every possible way.

前後3次的講話，有不少相互矛盾的地方，目前還無法從講話來猜測金卡怎樣售賣，以及對EB-5計劃的影響。

但是，川普再次表態，將很快很快開始銷售：

從EB5Sir所了解的信息而言，川普團隊在計劃走Reconciliation預算案，如果這樣的話，金卡計劃落地的可能性將大為增加，一個月左右就有可能見分曉：重磅：川普金卡實施計劃。

今天有不少投資人咨詢我，該怎么辦？

我的建議是：

1. 目前，我們大概知道川普想搭車Reconciliation預算案，所以通過的可能性大大增加；
2. 但是，我們不知道金卡是怎樣的計劃，以及對EB-5的影響；
3. Reconciliation預算案提案文本，估計很快會出來，也許一周至一個月(目前是拍腦袋的，還需進一步觀察，媒體都會報道的)，出來之後就會知道對EB-5的影響，都是公開信息；
4. 等提案文本出來之後，再決定是否馬上投資EB-5都來得及，之前可以先做好前期准備；
5. Reconciliation預算案通過的流程大體是，先出提案文本，走眾議院，過了後去參議院，過了之後川普簽字就生效，整個周期可能會有反複也可能一個回合搞定，幾天到幾周甚至幾個月不等；
6. 生效之前遞交都來得及，遞交之後正常情況下就不會受任何新法案的直接影響；

都先不用急，不用貿然進坑，有時間觀察。

看清情況最重要，項目選擇最重要，EB-5路上基本都是搶各種末班車貿然進坑的，鎮定。
